| Lost Title In Wisoconsin
Disclaimer:
We are not responsible for anything that may
happen to you from you trying to attempt to
obtain a title for a stolen vehicle. Make sure
you always have numbers run before you start
building at your local Police Department. Because,
if that is a stolen bike you bought there will
be much more than heartbreak happening if a
stolen vehicle is discovered by your local PD.
We will
attempt to demystify the lost title filing process
for Wisconsin.
Anyone
who has done this knows just how hard this can
be if you do not know which direction to go.
There are several steps the Wisconsin D.O.T.
does not tell you until they absolutely must.
If you did this chase yourself, you would think
that none of them are interconnected and you
would be wrong. They make this whole process
difficult on purpose.
I believe
they are not allowed to tell you the fine details
of how to do this procedure to keep from having
the dredge of society from exploiting it. Anyway
unless something changes between 1-09-07 and
the time you read this, this is just how to
get this task done. Following these steps will
save you several hours of phone calls and many
miles of driving in the chase.

Forms
you will need: (download all of these as you
will need each and every page) The two missing
ones we will get posted ASAP, just need to scan
in a clean one.
- Wisconsin DMV Registration
form - MV1
- Wisconsin DMV Bill
of sale - MV2928
- Instructions -
- Law Officer VIN
Verification Form (This
has to be filled out by State Troopers Office)
-
1. Have a signed bill
of sale (even if the seller is not the last
registered owner). Don't buy a bike without
at least a bill of sale. This is imperative
as this is the first part of the paperwork
you WILL NEED.
2. Take pictures of
the bike. Take a right, left, front, and rear.
3. Fill out DMV MV-1
form
4. Write a letter and
give as much history as you can. Intentionally
omitting stuff will only make the whole process
take longer. Stick to the facts as these are
BUSY people who don't not have a lot of time.
5. Call the State Troopers
office to make arrangements for inspection
and VIN verification.
You will
also need to write a letter to DMV (this will
be included in the stuff you send to DMV). This
letter should provide as much information as
you can within reason. If you have any of the
old paperwork at all, provide copies of these
also. NEVER send originals of anything.
Next
you will need to take pictures of the motorcycle
that you will also be providing to DMV. Take
a Right, Left, Front and Rear.
Now with
all of your goods together, you will need to
call your local Wisconsin State Troopers office
to arrange for a VIN verification and inspection.
I will
lead you through my recent HELL of having to
do this. For reference, bikes without
titles are worth SCRAP weight and nothing more
no matter what it is.

1/08/07
I send a member of my staff chasing this monster.
They are lead around buy their nose with no
real answers. The Wisconsin D.O.T. / State Troopers
office wasted about 10 man hours and divulging
near no information. They promise to call back
my employee. They NEVER call.
1/09/07
I now take task on. After about 4 hours of refusing
to go away and promises to ride the bike with
or without title I finally get the information
I need. (BTW: in most states if your operate
a vehicle that has no plates and they bust ya
for it, they have to tell you who the owner
is). I call Wisconsin State Troopers (Tomah
office) twice to arrange an inspection. I am
trapped on the phone for 15 minutes on hold
and then forwarded to a voice mail, I leave
a message (2nd time). At 4:45pm it becomes clear
that the State Troopers office does not respond
to a phone calls and probably never will.
1/10/07
After several calls to the Wisconsin State Troopers
office in may area I was told they would call
me back to give the date. The receptionist was
crabby like I was being a pain in her ass. I
guess a nice cushy, secure, high paying job
was just not good enough.
Now
we wait............
1/12/07
Still waiting on the return phone call from
the State Troopers station.
1/16/07
We finally got our phone call back
from the State Troopers office. I was able to
make the appointment arrangements, and have
lots of questions answered. I will let you know
how this next part goes as the inspection is
on 1/18/07.
1/18/07
Lucky us we started with a O.E. frame.
New vehicle construction inspection was not
needed. This means the bike will retain it's
year of original manufacture. The officer was
informative and a breathe of fresh air. Now
to file all the paperwork with the Wisconsin
D.O.T. (DMV). We will see how this next part
goes.
1/25/07
Paperwork all posted to D.O.T. with
the proper payment.
1/31/07
We are happy to say that we have received the
title for our project bike. This is a clean
title with no revision to past owners or past
certificate of title. While this may not be
typical results, I have to say they sure were
much faster than I originally thought. When
we started this we were looking at a 6 week
completion time for the paper work and it was
done in less than 1 month!
As
of July 06-07 We are getting ready to do this
gaunlet again for another bike, we will let
you know how it goes.
